Analysis of Governance Rules of Government Data from the Perspective of Institutional Text
Governance of government data is an important part of construction of digital China and digital government.The analysis of 105 institutional texts at the national and provincial levels shows that the institutional construction of governance of government data in China is driven by top-down dynamics.Since 2015,there has been a notable increase in the quantity of institutions,and the formulating entities have the characteristics of administrative leading and local predominance.The governance rules in the existing institution have formed a regulatory framework covering functions such as collection,opening up,sharing,application,security,and infrastructure construction.However,the existing governance rules still need to be further improved in terms of inter-organizational collaboration and cross-departmental cooperation,multi-subject social participation,leveraging the value of data as a production factor,and innovation based on local specific contexts.
