Driving Factors and Optimization Path of Spatial Distribution of Pilot Free Trade Zones in China
Since the birth of the Shanghai Pilot Free Trade Zone in 2013,China's pilot free trade zones have undergone growth,expansion,upgrading,and extension,and the number of pilot free trade zones with Chinese characteristics has kept increasing.Based on the reality of great changes and strong demand,the spatial distribution of China's pilot free trade zones has ranged from south to north,from east to west,from coastal areas to inland areas,and they are finally distributed in the coastal,inland and border areas.A significant feature of the spatial distribution is that such pilot free trade zones are mainly located along the Yangtze River Economic Belt,domestic provinces along"the Belt and Road",and the economic belts along Lanzhou-Lianyungang Railway,Beijing-Kowloon Railway,Beijing-Guangzhou Railway,and Nanjing-Shanghai Railway in the central regions of China.The pilot free trade zones mainly rely on functional areas such as comprehensive bonded zones,export processing zones,high-tech industrial development zones,economic and technological development zones,state-level new areas,and central business districts of provincial capital cities,showing specific features in their spatial distribution.Such spatial distribution of the pilot free trade zones is the result of a comprehensive trade-off between the national and local levels,driven by political,economic,location and other factors.Against the backdrop of China's implementation strategy to upgrade its pilot free trade zones,there will be new changes in terms of quantity and quality for China's pilot free trade zones in the future.These changes will be reflected in the growing number of pilot free trade zones,the expansion in the areas of their scopes,the emergence of new free trade ports(zones),as well as the coordinated development areas becoming a new norm for the pilot free trade zones.This will provide strong impetus for accelerating the building of a new development pattern.
