夯实"川东粮仓"视域下撂荒地整治现状与治理对策

摘要
通过大量实地走访、调查,得到达州市土地撂荒主要原因是山地多,交通条件差,气候条件恶劣,种植效益低,搬迁新居、外出务工等流转限制因子多,建设、工业征地项目暂未完成,动物啃食植物导致无收成等;复耕意愿不强,资金和人力支持不够,技术薄弱,机械化程度不够等诸多问题.建议通过加强督促政府部门提高认识,把粮食安全问题的落实及完善作为党政领导的目标绩效考核内容.因地制宜,宜粮则粮,宜经则经,建立森林粮库.改善交通、发展小型农机具,实现机械化耕种;筹建高标准农田,提高种植效益;针对"假种地"恶意套取国家资金行为,实行零容忍处理;引进新型合作企业和发展村集体复耕;提交农村医疗和教育质量等一系列综合治理措施,真正实现国家藏粮于地粮食安全策略.
Abstract
In order to realize the national food security strategy of storing grain in the land and stabilize the national cultivated land production area,the causes and current situation of abandoned land were analyzed,and the counter-measures for the management of abandoned land were explored.Through a large number of field visits and investi-gations,it is found that the main reasons for land abandonment are:mountainous area,poor traffic conditions,poor climate conditions,low planting benefit,relocation of new houses,migrant work,circulation restriction factors,con-struction and industrial land acquisition projects have not been completed,and animals gnaw on plants leading to no harvest.The current situation of abandoned land management:the willingness to resume farming is not strong,the financial and human support is not enough,the technology is weak,and the degree of mechanization is not enough and many other problems.Treatment countermeasures:Through strengthening the supervision of government depart-ments to raise awareness,the implementation and improvement of food security issues as the target performance as-sessment content of the party and government leadership.According to local conditions,the appropriate grain should be grain,the appropriate longitude,the establishment of forest grain depot.Improve transportation,develop small agricultural machinery and tools,and realize mechanized farming.Build high-standard farmland and improve plant-ing efficiency.Zero tolerance will be implemented for malicious attempts to extract state funds from"false farming".The abandonment and recycling system shall be implemented for land that has been abandoned for two years or more.The introduction of new cooperative enterprises and the development of village collective cultivation.A series of comprehensive measures have been taken to improve the quality of medical care and education in rural areas.
