摘要
1917-1919年是外蒙古地区处于政治风云变幻的时期，内外交困的外蒙古欲放弃“自治”，民国政府抓住这一有利时机开始派官员赴外蒙与外蒙自治政府协商谈判，经过不懈的努力外蒙古终于回到了祖国的怀抱。而在外蒙撤治一事上不得不提到的两个人就是陈毅和徐树铮，关于外蒙撤治上他们既有分歧也有共识，但无论如何他们都在外蒙撤治的过程中发挥了重要的作用。
Abstract
Outer Mongolia was tumultuous from 1917 to 1919, thus Outer Mongolia people wished to abandon the “autonomy”. The Government of Republic seized this favorable opportunity and began to send officials to negotiate with Outer Mongolia autonomy government.Through unremitting efforts, Outer Mongolia finally returned to the embrace of the motherland. Two figures need to be mentioned are Chen Yi and Xu Shuzheng in Outer Mongolia abolishing the autonomy. On the one hand, they took different measures;on the other hand, they also had some common aspects. But in any cases, they had played an important role in the process of the Outer Mongolia’s abolishing the autonomy.
