"全过程人民民主"与"全面依法治国"的契合互动

摘要
"全过程人民民主"与"全面依法治国"在生成逻辑、价值目标以及覆盖范围等方面高度契合.在此基础上,两者呈现出双向互动态势:一方面,"全过程人民民主"在性质、形式和效能上为"全面依法治国"的形成和运行奠定坚实基础;另一方面,"全面依法治国"通过对民主的确认、引导和规制为"全过程人民民主"提供有力的法治保障.在全面依法治国的新时代,深入贯彻落实"习近平法治思想",必须坚持在党的领导下大力发展"全过程人民民主"和推进"全面依法治国",不断促进二者的融合互动,提升"全过程人民民主"与"全面依法治国"的协同发展水平,从而为实现中华民族伟大复兴提供坚强的政治和法治保障.
Abstract
The whole-process people's democracy and the overall law-based governance are highly compatible in terms of their formulation,value goals and coverage.On this basis,the two show a two-way interactive situation.On the one hand,the whole-process people's democracy lays a solid foundation for the formation and operation of the overall law-based governance in terms of its nature,form and effectiveness.On the other hand,the overall law-based governance provides a strong guarantee of the rule of law for the whole-process people's democracy through the confirmation,guidance and regulation of democracy.In the new era of advancing law-based governance,to fully implement Xi Jinping Thought on the Rule of Law,we must insist on de-veloping the whole-process people's democracy and advancing law-based governance under the leadership of the Party,promote the integration and interaction between the two,and enhance the coordinated development of the whole-process people's democ-racy and the overall law-based governance,so as to provide a strong political and legal guarantee for the rejuvenation of the Chi-nese nation.
