A study on the status quo of and countermeasures for grain industry development in Xinjiang from the perspec-tive of industry chain
As an important standby arable land supply zone for China,Xinjiang has great potential for grain production.It is of great significance to speed up grain chain construction in Xinjiang for national grain security by taking into account the chan-ges in grain security in the new era.Thus,in this paper,an analysis is performed on the status quo and constraints of grain in-dustry in Xinjiang from the perspective of industry chain in the hope to find out effective countermeasures.Significant achieve-ments have been made in several links of Xinjiang's grain industry,including production,processing,circulation,sales,and trade.Nevertheless,this is also accompanied by some standing problem such as low activity in grain plantation among local farmers,stricter constraints on resource elements,small and scattered processing enterprises,inefficient grain circulation,and insufficient brand construction.To cope with the problems,this paper proposes improving grain plantation efficiency,sticking to the strategy of"retain arable land and improve planting efficiency",reinforcing the grain industry's fine and further process-ing capacities,perfecting grain logistics backbone network,and promoting grain-oil clustered construction.Furthermore,it is also suggested to build up industry-chain-wide development pattern in the grain industry,advocate transformed development of local grain industry,and construct a better grain security guarantee system.
