Quantitative research on forest ecological compensation policy texts——a three-dimensional analysis framework
Quantitative research on forest ecological compensation policy texts has been recognized as a beneficial method of promoting progress for policy mechanisms,sustainable development,and ecological civilization construction.Using policy literature quantification method,this article constructed a three-dimensional spatial analysis framework encompassing"policy structure-policy content-policy instruments"for forest ecological compensation.By utilizing NVivo 11 Plus,it conducted a multidimensional quantitative analysis of 141 centrally issued forest ecological compensation policy texts published between 1978 and 2023.This analysis comprehensively and systematically revealed the inherent connections and patterns among the policy texts.The results showed that:(1)The number of published policy texts on forest ecological compensation in China showed a trend of fluctuating upward followed by a decline.In addition,the types of policy texts released were mainly departmental regulations,and the main body of issuance exhibited the characteristics of high hierarchy,diversification,and policy joint decision-making focused on high-level departments.(2)The content of policies in each stage was closely related to the socio-economic background.Case in point,the policy exploration,policy strengthening,and policy deepening stages were focused on the realization of laws and regulations,ecological benefits,and ecological product value,respectively.(3)Based on the perspective of the policy tools,there was a certain imbalance among regulatory,market and voluntary policy instruments,accounting for 46.15%,46.83%and 7.02%,respectively.The article proposed several policy insights for forest ecological compensation policies,including strengthening collaborative cooperation among policy actors,exploring the realization of the value of forest ecological products,and innovating policy tools and market mechanisms.It aimed to provide policy recommendations for further improving the mechanism of forest ecological compensation policies and promoting the construction of ecological civilization.
