林业产业绿色技术创新能力评价研究——基于中国29个省级面板数据的实证分析

提高绿色技术创新能力是新时期推动林业产业高质量发展的重要途径.基于2004-2022年中国29个省级面板数据,文章引入资源利用能力、市场创新能力、技术创新支撑能力及管理创新能力等变量,在构建林业产业绿色技术创新指标体系的基础上,利用熵权TOPSIS法实证分析各省份林业产业绿色技术创新能力的影响机理.研究发现:(1)资源利用、市场创新、技术创新支撑和管理创新对林业产业绿色技术创新能力具有显著异质性影响,林业产业绿色技术创新能力在测度期内呈稳步提升态势,但尚有较大提升空间.广东、四川、浙江等省份最优解贴近度大于0.50,西部地区相对较低小于0.30,表明林业产业绿色技术创新能力地域空间差异特征明显.(2)林业产业从业人员比重、总产值增长率、产业贡献率以及产业市场占有率的权重值均低于2%,对林业产业技术创新能力的动态变化贡献较弱,无法成为提升林业产业总体增长率的主要渠道.(3)管理创新能力对林业产业绿色技术创新能力具有正向影响,而资源利用能力的总体影响相对较小.文章探索出推动林业产业绿色技术创新能力提升中不同要素的关联效应,提出加强政策引领、制定区域差异化政策,实施优惠财政政策、注重专业人才培养及数字化转型,进而提升林业产业绿色技术创新能力的政策启示.
Research on evaluation of green technology innovation capability in forestry industry——empirical analysis based on panel data of 29 provinces in China
The improvement of green technology innovation capability of forestry industry is an important way to promote the high-quality development of forestry industry.In this paper,variables of resource utilization capability,market innovation capability,technology innovation support capability and management innovation capability were introduced in constructing the index system of green technology innovation in forestry industry,and entropy weight TOPSIS method was used to empirically analyze the influence mechanism of green technology innovation capability in forestry industry in 29 provinces in China from 2004 to 2022.The results showed that:(1)Resource utilization,market innovation,technology innovation support and management innovation had significant heterogeneous effects on the green technology innovation capability in forestry industry.The green technology innovation capability in forestry industry showed a steady upward trend during the measurement period,but there was still much room for improvement.The optimal solution closeness of Guangdong,Sichuan,Zhejiang and other provinces was greater than 0.50,while that in the western region was relatively lower than 0.30,indicating that there were obvious regional and spatial differences in the green technology innovation capability in forestry industry.(2)The weights of the proportion of employees in forestry industry,the growth rate of total output value,the contribution rate of the industry and the market share of the industry were all lower than 2%,which contributed weakly to the dynamic changes in the technology innovation capability in forestry industry,and were unable to become the main channel for improving the overall growth rate in forestry industry.(3)The management innovation capability had a positive impact on the green technology innovation capability in forestry industry,and the overall impact of resource utilization capability was relatively small.The paper explored the correlational effects of different elements in enhancing the green technology innovation capability in forestry industry,and put forward the policy insights of strengthening policy leadership,formulating regional differentiated policies,implementing preferential fiscal policies,focusing on professional talent development and digital transformation,and thus enhancing the green technology innovation capability in forestry industry.
