Study on the basic theory and policy evolution of sustainable forest management
Sustainable forest management is a eternal theme of forestry development.This paper gave the definition of sustainable forest management,and used the methods of historical analysis and comparative analysis to carry out case studies of sustainable forest management.Taking the United States and Germany as examples,this paper summarized the proposal,promotion and development of sustainable forest management,reviewed the sustainable forest management policies and practices of Canada,Sweden,Finland,India,Rwanda and other major forestry developed countries and some developing countries from their characteristics and highlights.Based on the theory and policy,this paper summarized that China's forest sustainable management policy had gone through three stages:exploration,promotion and deepening,and had formed a unique forest management theory,such as classified management,suitable tree for favorable land management,full-cycle forest management,structure-based forest management,and the integrated innovation of sustainable forest management in China could be concluded as multi-functional,near-natural,full-cycle forest management,and refined management by distinguishing different function,region and tree species.The academic contribution of this paper is to determine the basic concept of sustainable forest management.From a global and historical perspective,this paper combed the basic theory and policy evolution of sustainable forest management,and put forward the key direction and task measures of sustainable forest management in China.This paper pointed out that,in the future,we should establish systematic thinking and interactive thinking,pay attention to multidisciplinary intersection,multi-functional utilization,integrate theory with practice,and combine long,medium and short cycles to accelerate the development of forestry theory,pay attention to the application of ecological theory.This paper emphasized that we should scientifically manage planted forests,accurately improve forest quality,and boost forestland productivity,strengthen the management of natural secondary forests and maintain the coordination and unity of ecological,social and economic benefits,distinguish different dominant functions according to the classification of commercial forest and public welfare forest management.
