摘要
客观、准确地评估野生动物及其制品价值对于野生动物保护执法、野生动物资源价值评估和自然资源资产评估等工作具有重要意义,野生动物及其制品价值评估标准是价值评估工作开展的依据.梳理我国野生动物及其制品价值评估工作的历史脉络及评估标准体系,从制定部门、涵盖动物范围、核算基数、核算规定等方面解读现有评估标准,指出评估对象涵盖范围不足、核算基数设置不尽合理、某些具体核算规定不明确、更新不及时等不足,并提出涵盖更多野生动物物种、核算基数细化到具体物种、明确相关核算规定、适时更新等建议.
Abstract
Objective and accurate valuation of wildlife and its products(VWP)is essential to the wildlife protection tasks,such as law enforcement,value assessment of wildlife resources and natural asset appraisal.VWP standards are the basis.This paper clarifies the historical working context of VWP and its standard system,comments on existing VWP standards from the aspects of enacting department,species coverage,counting base,counting rules and so on,lists shortages,such as narrow coverage of species,unreasonable counting base,ambiguous counting rules,untimely renewal,etc,makes suggestion on more-species covering,narrowed-to-species counting base,clear counting rules,adjusting betimes,etc.
