摘要
基于云南省2023年天然林调查核实数据、2021年国家级公益林和2023年省级公益林优化数据,对全省天然林的地类构成、空间分布、分类经营、保护状况以及全省林业生态基底现状进行统计分析评价.基于天然林保护与公益林管理并轨视角,从政策法规标准体系、生态林基础信息、分类经营、生态林价值实现等方面指出了云南省生态林建设存在的问题,提出了云南省生态林构建的整体思路.如,建标立制,构建完备的生态林保护修复政策法规标准体系;开展专项调查+年度动态监测+10年全面普查,掌握全省林业生态基底;多规统筹,构建林业生态空间新格局;进一步探索生态产品价值实现机制,助力林草事业高质量发展等.
Abstract
Based on the verification data of natural forest survey in Yunnan province in 2023,national level public welfare forest in 2021,and provincial level public welfare forest optimization data in 2023,statistical analysis and evaluation were conducted on the land type composition,spatial distribution,classified management,protection status,and current status of forestry ecological base in the province.Based on the perspective of integrating natural forest protection and public welfare forest management,the problems in the construction of Yunnan province's eco-forest was pointed out from the aspects of policy and regulatory standard system,ecological forest basic information,classification management,and ecological forest value realization.The overall idea for the construction of Yunnan province's eco-forest was proposed,such as establishing a standard system and constructing a complete ecological forest protection and restoration policy and regulatory standard system;carring out special investigations,annual dynamic monitoring,and a comprehensive survey for 10 years to support the ecological foundation of forestry in the province;multi planning and overall planning,constructing a new pattern of forestry ecological space;further exploring the mechanism for realizing the value of ecological products,and assisting in the high-quality development of the forestry and grass industry.
