On the Government Responsibility of Wetland Ecological Environment Restoration in the Yellow River Basin
In recent years,with the steady progress of the Yellow River basin eco-environmental protection,the Yellow River basin wetland eco-environment has been fundamentally improved,however,eco-environments still need to be restored at local and regional levels.The government,as the legal and primary body responsible for eco-environmental restoration of the Yellow River basin wetland,should take the duties for ecological restoration accurately according to the laws.At present,there are still some problems such as responsibility overlaps,vague standards,unclear formalities and accountability measures,etc.This paper highlights the need to improve local legislative safeguards,clarification of the ownership of wetland property rights and the scope of the ownership,institutionalization of government responsibility list,definition of government responsibilities,and accountability system of the government,in order to realize the government responsibility for wetland ecological environment restoration in the Yellow River basin.
