Construction of Concession Management Model for the Development of Xiaobaihe Area in Baotou Yellow River National Wetland Park
Based on the analysis of the development and utilization status of Xiaobaihe area in Baotou Yellow River national wetland park,and combining the protection planning of different functional zones in Xiaobaihe area,the framework of concession management model is constructed.The management and conservation center of Baotou forestry and grassland bureau,as the principal agent of ownership,carries out concession activities in the rational utilization area,establishes the"three rights separation"system of concession ownership,agency and concession right,concession subject access system,public participation system,expected income distribution system,and formulate concession contracts.The corresponding concession guarantee mechanism is supported.The introduction of franchising as a market-based tool in the development and utilization of wetland resources in Xiaobaihe area can improve the optimal allocation of wetland resources and form an operational management of wetland resource assets,which is of great significance for the protection of the national wetland ecological environment and the rational development of wetland resources.
