Legal Guarantee of Carbon Sink in Coastal Wetlands under the"Double Carbon"Target
The objective of"double carbon"presents an opportunity for the transformation of China's legal system,and it is imperative to establish a comprehensive legal framework for carbon sinks in order to fulfill the commitment of"double carbon"on time.As the primary component of the blue carbon ecosystem,coastal wetlands possess a range of economic,social,and ecological values stemming from their abundant natural resources,making them an advantageous starting point for addressing global climate change.By systematically analyzing the relevant regulatory framework and current practices,this paper outlines the challenges faced by China's legislation,law enforcement,and justice in relation to coastal wetland carbon sinks.Building upon multi-stakeholder governance,this paper proposes recommendations for enhancing legislation pertaining to carbon sinks in coastal wetlands,standardizing enforcement of carbon-related laws,and improving environmental justice to provide a more robust legal foundation for coastal wetland carbon sinks in China.
