The System of Rights Confirmation and Registration of National Parks:A Review of Practices and Optimization of Approaches
With the in-depth development of ecological civilization construction and property right system reform,the rights confirmation and registration system has become a proposition that must be treated carefully in the process of national park system construction.The registration of national parks has now entered a substantive stage of operation,but the difficulty of the overall reform is still significant.Based on the theoretical basis of ecological holism theory,functionalism theory and sustainable development theory,this paper examines the practice of right confirmation and registration system of the national parks in China,and identifies dilemmas the system of rights confirmation and registration of the national parks in terms of functional orientation,subject setting,unit delineation and achievement guarantee.In response to this,it is necessary to reiterate the dual functional objectives of the right confirmation and registration system,adopt the rules for setting up the registration subject under the central direct management mode,adhere to the rules for delineating the registration unit based on the principle of ecological boundary,and establish mechanisms to safeguard registration information,in order to promote the continuous optimization of the right confirmation and registration system of the national parks.
