Wetland protection is a key step of ecological civilization,and building a systematic and comprehensive wetland compensation system is the rightful duty of wetland protection.Countries outside the region often rely on the dual mechanisms of the market and government to achieve a balance between wetland compensation and wetland protection.However,the wetland compensation system in China has obvious government leadership,leading to weakened market participation and triggering problems such as a single source of wetland occupation and compensation funds,vague wetland occupation and compensation standards,and a lack of supervision over the wetland compensation system.From the perspective of comparative law,the US Wetland Bank has leveraged the market to activate the wetland compensation market,highlighting its advantages in improving compensation efficiency,expanding compensation funds,and avoiding potential risks.This is a response to the wetland compensation dilemma.In this regard,we should refer to the operational logic of the Wetland Bank in the United States,make up for the shortcomings in China's wetland occupation and compensation work,promote pilot attempts of wetland banks,and further refine wetland occupation and compensation standards.At the same time,establishing technological empowerment provides guarantees for the implementation of China's wetland replenishment system.
