Building an industrial development community in the Yangtze River Delta region is the latest directive from the Central Committee of the Communist Party of China regarding high-quality integrated development in the area and serves as the basis for establishing a regional development community.Em-bracing the"community"concept,which entails shared benefits and competitive elements,the initiative utilizes urban agglomerations as vehicles to transcend administrative boundaries.The essence involves closely coordinated vertical cooperation,fair and orderly horizontal competition,and a mutually benefi-cial cooperation system.While the Yangtze River Delta region has explored numerous approaches to con-structing an industrial development community,there is still ample room for improvement.Various mea-sures are required,such as harnessing leading enterprises in the industrial chain to forge stronger up-stream and downstream connections,consistently dismantling local protections and administrative barri-ers to nurture a fair competitive environment and foster deeper specialization,and introducing innovative cross-regional cost-sharing and benefit-sharing mechanisms to mitigate constraints from local interests and stimulate the intrinsic driving force of industrial cooperation.
