基于轨道交通人为事件的伤亡风险控制方案研究

为研究城市轨道交通中人员伤亡的控制方案,以人为事件与人员伤亡关系为基础提出了控制方案确定方法.首先阐述了轨道交通中的人为事件风险;研究了人员伤亡演化过程;制定了控制事件和演化条件的措施方案确定方法.研究表明:城市轨道交通中人为事件构成了重大安全隐患,降低运营效率并造成经济损失;人为事件与人员伤亡演化关系复杂,制定风险控制方案是保障安全的关键.基于空间故障网络构建了人员伤亡演化网络图,聚焦事件与演化条件,通过分解路径、计算效用比制定控制方案.提出针对事件与演化条件的控制方案确定方法,构建分析系统,定义相关要素,计算效用比并排序,形成最优措施方案.实例验证了方法有效性,形成了伤亡风险控制方案,并讨论了算法优缺点和可用性.
Research on Risk Control Scheme of Casualties Based on Man-made Events in Rail Transit
In order to study the control scheme of casualties in urban rail transit,a method to determine the control scheme was proposed based on the relationship between man-made events and casualties.Firstly,the man-made event risk in rail transit is described.The evolution of human casualties is studied.The method of determining the measure scheme to control the event and the evolution condition is developed.The research shows that the man-made events in urban rail transit constitute a major safety hazard,reduce operation efficiency and cause economic losses;the evo-lution relationship between man-made events and casualties is complex,so it is the key to make risk control scheme to ensure the safety.Based on the space fault network,the evolution network diagram of human casualties is con-structed,focusing on the events and evolution conditions,and the control scheme is formulated by dissolving the path and calculating the utility ratio.The method of determining the control scheme according to the event and evolution conditions are proposed,the analysis system is constructed,the relevant factors are defined,the utility ratio is calcu-lated and sorted,and the optimal measure scheme is formed.An example is given to verify the effectiveness of the method,a casualty risk control scheme is formed,and the advantages,disadvantages and usability of the algorithm are discussed.
