基于新开支线航班的运行风险评估体系研究

随着我国民航业的迅速发展,航班数量与日俱增,随之而来的航班运行风险问题亟待解决.与此同时,支线航空市场的发展受到广泛关注,航空公司新开通的支线航班不断增加.支线航班因其特殊的运行管理方式而导致的航空风险问题不容忽视.如何对其运行风险进行系统化评估和管控,是一个非常值得研究的问题.本文首先将影响航班运行安全的相关要素进行梳理、识别并确定运行风险源.在针对航班运行风险概念进行研究的基础上构建了从人、机、环三个维度的风险指标体系.最后以成都至巴中新开航线航班运行数据为实例,运用层次分析法与模糊综合评价对航班运行风险进行评估.
Research on Operational Risk Assessment System Based on Newly-opened Regional Flights
Subsequent with the rapid development of China's civil aviation industry,the number of flights is increasing day by day,and the problem of flight operation risks needs to be addressed urgently.At the same time,the development of regional aviation market has received extensive attention,and new regional flights opened by airlines are constantly increasing.The problem of aviation risks brought by regional flights due to their unique operation management means cannot be ignored.How to systematically evaluate and control the risks is an issue worth studying.Firstly,this paper sorts out factors affecting flight operation safety,identify and determine operation risk sources.Based on the research on the concept of flight operation risk,a risk index system in the three dimensions of human,aircraft and environment is constructed.Finally,taking the flight operation data of the newly-opened Chengdu-Bazhong route as an example,the paper uses AHP and fuzzy comprehensive evaluation to evaluate the flight operation risks.
