摘要

在基于胜任力的培训(CBTA)的框架下,飞行机组已经形成运用威胁与差错管理(TEM)的思维模式,旨在有效监控及应对运行过程中的风险,从而显著提升飞行安全裕度.然而,在运用TEM时,我们必须始终坚持以用户为中心的原则.这是因为不同的用户群体(如一线人员、中层管理、高层管理以及涉及飞行运行、维修、空中交通管制等不同领域的专业人员)在使用TEM时会有各自独特的需求和关注点.因此,我们需要根据用户群体的不同特点,对相关定义进行必要的微调,以确保TEM的应用能够更加贴近实际、更加有效.

Abstract

Under the framework of Competency Based Training(CBTA),flight crews have developed a mindset of using Threat and Error Management(TEM)to effectively monitor and respond to operational risks and significantly improve flight safety margins.However,when using TEM,we must always adhere to the principle of user centeredness.This is because different user groups(such as frontline personnel,middle management,senior management and professionals involved in different fields such as flight operations,maintenance and air traffic control)have their own unique needs and concerns when using TEM.Therefore,we need to make necessary fine adjustments of relevant definitions based on different characteristics of the user group,to ensure that the application of TEM can be more practical and effective.
