基于"三大智囊平台"的厦门新机场片区工程建设新质生产力应用研究

厦门新机场片区是我国机场建设历史上最复杂的工程之一,是典型的大型群体复杂工程,其复杂性既体现在技术方面,又体现在过程、环境、组织等其他方面.本文针对新机场工程复杂性,在已有相关研究的基础上,结合系统论、整体论和项目总控等理念和方法,总结研究"三大智囊平台"创新系统组成、关键技术、保障机制和应用成效,提出了新质生产力——"三大智囊平台"创新系统,研发了以进度为主线的多轮驱动和快速响应技术、基于复杂性降解的总进度综合管控计划及片区规划迭代生成创新技术,构建了"三大智囊平台"保障机制体系,为复杂工程管理提供了新思路.
Research on New Quality Productive Forces of Construction in Xiamen Airport Area Based on Three Think-tank Platforms
Xiamen airport area is one of the most complex engineering projects in airport construction history of China,and is also a typical large complex project.Its complexity is not only reflected in technologies,but also in processes,environment and organization.This article based on existing research results,combined with system theory,holism,project master control theory,summaries compositions,key technologies,safeguard mechanism and application effectiveness of three think-tank platforms system,and proposes a new quality productive force:three think-tank platforms system.It researches and develops a multi-phase,multi-streams and rapid response technology taking progress as the main line,a comprehensive schedule management plan based on complexity degradation and a technology for iteratively generating district planning innovations,and establishes three think-tank platforms safeguard mechanism.It provides reference for management of complex engineering projects.
