How to Implement Rural Revitalization Policies:The Operation Logic of Township Leading Groups—Based on the Case of the Construction of a Demonstration Village for Toilet Renovation in S Village,D Town
In the context of rural revitalization,how township governments,as the end of policy implementation,implement policies by creating demonstration villages,is not only related to the implementation of national policies,but also an academic issue worth exploring.From the perspective of group politics,based on the improved mutual adaptation model,this paper analyzes the typical case of building a demonstration village for toilet renovation in S village,D town,and clarifies the measures taken by the township government to implement rural revitalization policy and the operational logic it contains.That is,the logic of group establishment is task-oriented and policy potential energy strengthened,the logic of goal setting is environment-oriented and resource endowment reversed,the logic of policy adjustment is goal-oriented and policy object feedback,and the logic of action selection is an interaction between authoritative promotion and political achievement drive.The formation of demonstration villages is the result of authoritative promotion,political achievement drive and favorable execution environment.The optimization of the operation of township leading groups in the implementation of future rural revitalization policy needs to be based on the principle of embedding grassroots regime and agrestic society,to achieve an organic combination of bureaucratic mobilization and rural social mobilization.
