Digital governance is a double-edged sword and should be brought under the rule of law.From the legal perspective,the connotation of digital governance includes both the governance by digital technologies and governing digital technologies.The former involves using digital technologies as tools of governance,while the latter as the object of governance focusing on preventing and regulating the negative societal impacts of digital technologies.The challenges that digital governance poses to the current rule of law are prominently reflected in aspects such as the infringement of digital rights,the expansion of digital power,the lagging digital legal system,and the fragmentation of global digital governance rules.It is essential to uphold principles of digital rights protection,digital power constraints,multi-stakeholder governance and pluralistic governance,digital sovereignty with international cooperation to advance and improve rule of law in digital governance.
