Britain was the first country to undergo modern transformation,and the Industrial Revolution is often seen as the beginning and the driving force of British modernization.However,we believe that the Industrial Revolution is an important milestone in the process of British modernization,rather than its starting point.This paper takes as its starting point the reasons for the outbreak of the Industrial Revolution in Britain and reorganizes the history of modern Britain's rise from a holistic perspective.It is posits that the reason why Britain was able to take the lead in realizing modernization is that it carried out continuous governance reform in the process of transforming from traditional society to modern society,and gradually formed a set of governance mechanisms that is rooted in its tradition and can adapt to modern society.On the one hand,this governance mechanism maintains the necessary balance between the state and society,ensuring societal vitality and thus catalyzing the Industrial Revolution.On the other hand,it effectively transforms state power into state capacity,based on large-scale mechanized production and market exchange,thereby fostering social stability in the transition to modern society.
