摘要
坚持数字改革赋能、抓实抓好诉源治理是积极回应多层次、多元化解纷需求的理性选择.从数字司法赋能诉源治理中存在的问题分析,以推动数据联通、完善数据链条、创新数据运用三个维度优化路径,将大数据效能和法治效能多维耦合与深度互构,打破社会治理多元主体间的数据壁垒、破除信息藩篱,让共性关联的数据"说话",构建提升办案质效、回应司法需求、赋能诉源治理的数字司法体系,发挥数字司法的溢出效应,为更好化解矛盾、防范风险、促进治理提供支持.
Abstract
To adhere to the empowerment of digital reform and grasp the litigation source management is a rational choice to actively respond to the multi-level and diversified needs to resolve disputes.This paper examines the problems existing in the process of digital empowerment,in order to promote multi-dimensional coupling and deep mutual construction of big data effectiveness and rule of law effectiveness through three dimensional optimization paths including promoting data connectivity,improving data chain,and innovating the use of data,and break the data barriers and information barriers between multiple subjects of social governance,so as to let the common and related data"speak",build a digital justice system that improves the quality and efficiency of handling cases,responds to judicial needs,and enables the management of litigation sources,give play to the spillover effects of digital justice,and provide support for better resolving contradictions,preventing risks,and promoting governance.
