民族地区三线建设工业遗产再造的SWOT分析——以四川省凉山彝族自治州为例

摘要
做好三线工业遗产再造工作是赓续三线精神的必然要求,是留住三线文化根脉、守住民族之魂的应有之义.四川省凉山州是三线建设在少数民族地区布局的重点区域,三线建设不仅有力地带动了凉山地区基础设施建设,促进了凉山地区资源开发和地方工业发展,推动了凉山地区经济社会民生面貌显著改变,也在凉山州形成了大量宝贵的三线工业遗产.以凉山州三线建设科研工业、矿产工业和基建工业三大类遗产保护利用现状为研究样本,结合SWOT分析法,对凉山州三线工业遗产再造的优势、劣势、机遇和挑战进行系统梳理和深透厘析,结合当前凉山州经济社会发展实际以及遗产再造的政策、市场、交通等关键因素,对凉山州三线工业遗产的保护、开发与利用提出SWOT组合策略,为凉山州三线工业遗产在经济、文化、教育等方面创新发展提供借鉴和参考.
Abstract
Doing a good job in reconstructing the Third-line industrial heritage is an inevitable requirement for continuing the Third-line spirit.And it is the proper meaning to retain the roots of the Third-line culture and safeguard the soul of the nation.Liang-shan Prefecture in Sichuan Province is a key area of the Third-line construction in ethnic minority areas.The Third-line construction not only effectively drives infrastructure construction,pushes the resource development and local industrial development,and pro-motes significant changes in the economic,social and people's livelihood in Liangshan Prefecture,but also forms a large number of valuable Third-line industrial heritage in Liangshan Prefecture.Taking the current protection and utilization status of the three types of heritage in Liangshan Prefecture's Third-line construction,scientific research industry,mineral industry and infrastructure industry as research samples,and using SWOT analysis method,the paper systematically sorts out and thoroughly analyzes the advantages,dis-advantages,opportunities and challenges of the reconstruction of Liangshan Prefecture's Third-line industrial heritage.Based on the current economic and social development reality of Liangshan Prefecture and key factors such as policies,markets,and transportation of heritage reconstruction,a SWOT combination strategy is proposed for the protection,development and utilization of Liangshan Prefecture's Third-line industrial heritage to provide reference for the innovative development of the Third-line industrial heritage of Liangshan Prefecture in terms of economy,culture and education.
