学科战略规划是一种有意识的、有组织的学科建设行动指南.在学科战略规划推进实施不同阶段中,可以运用SWOT分析、标杆对比分析、平衡计分卡和波士顿矩阵等多种学科战略规划编制与实施方法.以S大学为例,分析其学科战略规划编制与实施思路,并研究其优化学科专业结构、分层分类推进学科建设、加强学科带头人和队伍建设、建立以学科发展为导向的资源配置机制等的建设路径.以学科建设顶层设计为牵引,以服务国家和区域发展需求为导向,强化学科资源的内引外联,将引领地方高水平大学实现内涵式高质量发展.
Discipline Strategic Planning of Local High-level Universities:Theoretical Framework and Action Path——A Case Study of S University
Discipline strategic planning is a conscious and organized action guide for discipline construction.SWOT analysis,benchmarking analysis,balanced scorecard,Boston matrix and other methods can be used in the different stages of the promotion and implementation of discipline strategic planning.Taking S University as an example,this paper analyzes the planning and imple-mentation of its discipline strategy,and studies its construction path from optimizing the discipline structure,promoting the discipline construction by classification,strengthening the discipline leaders and team construction,and establishing the resource allocation mechanism oriented by discipline development.Guided by the top-level design of discipline construction and oriented by serving the needs of national and regional development,the paper proposes that strengthening the internal introduction and external communica-tion of discipline resources will lead local high-level universities to achieve connotative and high-quality development.
