摘要
党建引领基层治理是新时期政党整合社会的实践模式."引领"并不局限于"组织社会",而是政党回归到社会,通过党的建设将党的组织网络和领导功能双嵌入基层,把党组织的政治、制度、思想、组织等优势转化为基层治理的效能,作用于基层治理现代化的推进,发挥党建逻辑与治理逻辑耦合效应的过程.M市的实践启示,要实现党组织有效作用于基层治理,应正确处理好基层党组织与社会的治理关系、以高质量党建推动高质量"引领"、提高社会承接资源的能力.
Abstract
Party building leading grassroots governance is a practical model for political parties to integrate society in the new era."Leading"is not limited to organizing society,but rather a process in which political parties return to society,embedding the Party's organizational network and leadership functions into the grassroots through Party building,transforming the political,institutional,ideological,organizational and other advantages of the Party organization into the effectiveness of grassroots governance,and promoting the modernization of grassroots governance,exerting the coupling effect of Party building logic and governance logic.
