The Practical Logic of Population Territorial Governance in Urban Grassroots Communities:Based on the Investigation of Dual Governance of Urban Village Community in J City
China's Urban governance has gradually become refined,and the concept of territorial governance has been implemented in grassroots communities.Based on the investigation of typical cases of urban village communities in J City,it is found that there are dual governance models in the normal period and the emergency period.The path dependence of the floating population's personal information collection leads to the dislocation between urban and rural areas in the protection of the place of residence and residence.The legal myths about the property of the floating population's living space give birth to the village-dwelling game between the neighborhood committee,the village committee and the developer.The essence of the dislocation lies in the fact that the territorial governance model of separation of people and households has not completely changed to the real-time dynamic territorial governance model.The essence of the game is to disperse the responsibility of social service supply of the floating population,so as to avoid the vacuum of resource allocation between normal practice and emergency mobilization.In the dual governance,the household registration system and the property rights system are the driving mechanism of the governance dilemma,and the resource limitation and insufficient service are the internal logic of poor governance.
