政策激励下的"县管校聘"研究——基于对G省134个县(市、区)的调查

"县管校聘"是中小学教育行政管理体制的重大变革,目的在于推进城乡教师流动,促进城乡教师结构优化,实现城乡教育融合发展.2018年G省推行的"县管校聘"改革中,城乡教师的自由流动并不充分,城乡教师结构优化未能完全实现,"县管校聘"演变为优胜劣汰机制.G省"县管校聘"效果不佳的直接原因是中小学教师的结构性缺编、政府相关部门协同度不够、中小学唯成绩论的评价方式,核心因素是"县管校聘"具体政策的工具理性和价值理性的偏离,导致政策激励出现偏差."县管校聘"改革目的的达成,需要做到公共政策工具理性和价值理性的统一,加强政府部门的政策协同,建立多元利益补偿机制,落实对中小学评价制度的改革,保障"县管校聘"政策网络相关者的全过程参与.

"County management school recruitment"is a significant change in the administrative management system of primary and secondary education,aimed at promoting the flow of urban and rural teachers,optimizing the structure of teachers,and achieving the integrated development of urban and rural education.In the reform of"county management school recruitment"implemented by G Province in 2018,it evolved into a mechanism of survival of the fittest.The direct reason for the poor effect is the structural shortage of primary and secondary school teachers,insufficient coordination of relevant government departments.To achieve the goal,it is necessary to achieve the unity of instrumental and value rationality of public policies,strengthen the policy coordination,establish a multi benefit compensation mechanism,implement the reform of the evaluation system.
