摘要
采用文献梳理、文本分析等方法对美国《国家青少年体育战略》的制定过程、配套措施、内容和特征等进行多维度研究,旨在为我国青少年体育战略及青少年体育事业的发展提供一定的参照与借鉴.研究结果显示:美国《国家青少年体育战略》以平等和包容为基础,强调多元主体协同配合及体育资源和体育机会平等,具有联动性、公平性和市场化的特征,主张联合社会力量深化战略影响力.我国青少年体育发展应深化多主体协同参与格局;实现体育治理能力现代化;落实体育资源和机会平等;重点聚焦弱势青少年群体.
Abstract
By means of literature review,text analysis and other methods,this paper conducts a multi-dimensional study on the formulation process,supporting measures,content and characteristics of the National Youth Sports Strategy of the United States,aiming to provide some reference and reference for the development of China's youth sports strategy and youth sports cause.The research results show that the National Youth Sports Strategy of the United States,based on equality and inclusiveness,emphasizes the coordination of multiple subjects and the equality of sports resources and sports opportunities,has the characteristics of linkage,fairness and marketization,and advocates the joint efforts of social forces to deepen strategic influence.The development of youth sports in China should deepen the pattern of multi-subject collaborative participation,modernize sports governance capabilities and implement equal sports resources and opportunities.
