文章运用文献资料等方法,基于人民主体性视角,深入分析党的十八大以来我国推动全民健身公共服务高质量发展的历程、经验及展望.研究认为:全民健身公共服务沿着普惠可及—公平均等—优质共享的梯度演进,通过采取专项规划,梯度提高服务水平、标准体系,推进服务均等化、资源保障,助推服务可持续、供给侧结构性改革,促进供需衔接、协同统筹,弥补服务短板弱项、数字赋能,驱动精准治理、监督评估,构建激励约束机制等举措来助推全民健身公共服务高质量发展.发展成就凸显制度优势转为服务效能经验,通过以人民至上践行为人民谋幸福的初心和使命、以需求导向回应性治理构建供需衔接机制、以共同富裕为目标构建优质共享的制度保障体系、以价值共创推进服务共同体建设来阐释人民主体性思想."十四五"时期需优化全民健身资源布局,瞄定优质共享关键指标,推动管理体制改革,以实现高质量发展.
People's Subjectivity:History,Experience and Prospect of Promoting High Quality Development of Public Services for National Fitness in China Since 18th Party Congress
The public service for national fitness has evolved along a gradient of inclusivity,fairness,equality,and high-quality sharing.Through special planning,the service level and standard system have been improved gradually,promoting service equalization and resource guarantee,promoting sustainable and supply side reform of services,promoting supply-demand linkage and coordinated planning,compensating for service shortcomings and weaknesses,digital empowerment,driving precise governance,supervision and evaluation,and constructing incentive and constraint mechanisms,measures have been taken to promote the high-quality development of public services for national fitness.During the 14th Five Year Plan period,it is necessary to optimize the layout of national fitness resources,target key indicators for high-quality sharing,promote management system reform,and achieve high-quality development.
