On Governance of Pu'er Region during Yongzheng and Qianlong Period:Centered on the Setting of"Smoke and Malaria Deficiency"in Pu'er
During the reign of Emperor Yongzheng, the Court suppressed a series of uprisings in the southwestern region of Yunnan through military force and established Pu'er Prefecture in the eastern part of the middle and lower reaches of the Lancang River, achieving the goal of bureaucratization of native officers. At the same time, the central government set up a smoke and malaria control system here to ensure effective governance of corrupt officials. The establishment of a shortage of officials marks the completion of the hierarchical construction of the Pu'er political district and the comprehensive establishment of the system of officials. At the same time,it also ensured the deep implementation of central political, economic, military, cultural and other measures in Pu'er,gradually integrating local ethnic groups into the cultural and political order constructed by Confucianism, and promoting the historical process of integration between the region and national governance.
