摘要
党的二十大报告提出了中国式现代化进程中我国经济社会高质量发展的本质要求,明确了新时代语言文字事业主动与国家发展战略对接、深度融入国家发展格局的中心任务.本文围绕国家通用语言文字普及提升与铸牢中华民族共同体意识、民族地区国家通用语言文字能力建设等目标任务,对四川省阿坝藏族羌族自治州国家通用语言文字普及的深度和广度、推广的水平和质量开展全面调查,探讨新时代民族地区国家通用语言文字工作进一步拓展深化的推进策略.同时,把握国家通用语言文字普及提升工作的新特点、新规律,为民族地区语言文字治理体系和治理能力现代化提供政策建议.未来,须加强语言文字事业顶层设计,完善普及提升工作管理机制;巩固提升地区推普攻坚水平,助力区域协调发展战略实施;接续实施推普扶智结对帮扶,聚力语言经济发展语言产业;持续推进语言教育体系建设,拓展优质均衡语言教育成果.从而使国家通用语言文字普及提升工程服务民族地区全面建成小康社会、服务国家长治久安大局.
Abstract
In the new era,the standard spo-ken and written Chinese language is an essential cultural,economic,security,and strategic re-source.Its influence and effectiveness have markedly increased within the broader context of the Party and the country's initiatives.Consequen-tially,during the"14th Five-Year Plan"period,it is deemed crucial to actively promote the high-quality development of standard spoken and written Chinese language and to implement projects aimed at its popularization and enhancement.This initia-tive will provide linguistic support for a comprehen-sive and profound integration of economic,social,linguistic,cultural,psychological,and emotional aspects in ethnic areas.This paper focuses on promoting the standard spoken and written Chinese language,fostering a strong sense of the Chinese national community,and improving language proficiency in ethnic re-gions.It aims to present a comprehensive survey on the depth and breadth of language promotion ef-forts in the Aba Tibetan and Qiang Autonomous Prefecture of Sichuan Province,analyzing the cur-rent state and developmental trends of language popularization in the new era.The study,moreo-ver,examines the content,practical applications,and outcomes of these efforts,aiming to provide ef-fective strategies for enhancing language proficien-cy in ethnic regions,summarizing replicable and promotable successful practices,and offering poli-cy recommendations for modernizing language gov-ernance systems in ethnic areas.The research reveals significant progress a-chieved in recent years through the concerted ef-forts of various levels of government and relevant departments.Key findings include 1)the imple-mentation of a standardization project across all ed-ucational levels,with schools as a primary focus;2)comprehensive training coverage for key groups,targeting the"four major areas"(schools,party and government organizations,media units,and public service sectors);3)the use of rural village services as a platform to promote extensive language training throughout the region;and 4)le-veraging east-west cooperation to utilize high-quali-ty resources for language promotion.These efforts have gradually contributed to developing the"Aba Experience"in promoting standard Chinese,which has proved to support the rural revitalization strate-gy in ethnic areas.In the new era,promoting the standard spo-ken and written Chinese language in ethnic areas should align with national and regional develop-ment goals and address the needs and expectations of ethnic communities.In addition,building on past experiences,it is considered essential to focus on intrinsic construction and high-quality develop-ment.Future efforts,therefore,should enhance the top-level design of language initiatives,refine promotion management mechanisms,strengthen re-gional promotion activities to support coordinated regional development strategies,and maintain in-tellectual aid to foster the language economy and industry.Additionally,advancing the construction of the language education system and expanding high-quality,balanced educational outcomes are believed to be crucial.Ultimately,promoting and popularizing standard spoken and written Chinese may contribute to a comprehensive development of ethnic areas,support the achievement of a moder-ately prosperous society,and ensure the country's long-term peace and stability.
