论主体多样视域下的中国语言保护政策
On China's Language Protection Policy from the Perspective of Subjectivity and Diversity

摘要
"国家推广全国通用的普通话"和"各民族都有使用和发展自己的语言文字的自由"是宪法规定的两项语言政策总原则,具有主体性和多样性的根本属性.本文尝试用"主体多样"语言政策理念,分析中国主体语言政策中语言保护的多样性,以及多样性语言保护政策中主体语言的主体性,试图论证"主体多样"语言保护政策是一项具有中国特色的语言政策.在政策实践方面,中国成立了一批研究机构,拨出了大笔专项资金,建立了中国语言资源库和采录展示平台,实施了世界上规模最大的语言资源保护工程,出版了一大批语保工程标志性成果,建立了语言方言博物馆.中国语言保护的政策、智慧、方案和经验已经引起世界同行的高度关注.
Abstract
The two general principles of language policy stipulated in the Constitution are"The state shall promote the common speech-Putonghua-used nationwide"and"All ethnic groups shall have the freedom to use and develop their own spoken and written languages",which have the fundamental attributes of subjectivity and diversity(referred to as"subjectivity and diversity").The author attempts to analyze the diversity of language protection in China's subjective language policy and the subjectivity of the subject language in the diversity language protection policy by means of the policy concept of"subjectivity and diversity",and to demonstrate that the language protection policy of"subjectivity and diversity"is a language policy with Chinese characteristics.In terms of policy practice,China has established a number of research institutions,allocated a large amount of funds,established a Chinese language resources database and a storage,retrieval and display platform for the collected multimedia language resources data,implemented the world's largest language resources protection project,published a large number of landmark achievements of the language protection project,and established museums of languages and dialects.The policies,wisdom,programs and experience of language protection in China have attracted the attention of the world's peers.
