长三角区域高等教育共商共建治理机制是基于社会层面推进长三角区域高等教育一体化发展的重要基石,主要内涵包括:确认一体化创新共同体理念,共商一体化发展新模式,共建一体化攻关大平台.建立长三角区域高等教育共商共建治理机制,需要政府主动服务协调,高校积极参与联动,行业企业参与民主协商.要推进长三角区域高等教育一体化治理机制的落地,并以此推动长三角区域高等教育获得更高质量的一体化发展,应构建多元主体参与的合作体系,创新政策,激发基层协作活力,赋予高校参与合作的自主权,建立区域高等教育一体化发展基金.
From"Collaboration"to"Integration":A Study on the Deliberative Co-construction Governance Mechanism of Higher Education in the Yangtze River Delta Region
The governance mechanism for joint consultation and construction is an important cornerstone for promoting the integrated development of higher education in the Yangtze River Delta region from the social dimensions that involves the promotion of the conception,the new model and the integrated research platform for the integrated development of an unified innovation community for the region-specific higher education in its provinces and municipalities.This paper argued that its constituent elements and basic functions include universities active and independent participation in interactions and interconnections,governments'initiative coordination and service,and industrial enterprises'integration in democratic consultations.It further proposed that the Yangtze River Delta Regional Higher Education Integrated Governance Mechanism can be implemented effectively by constructing a diversified cooperation system,stimulating the inherent vitality of grassroots organizations to participate in integrated development through policy innovation,endowing universities with autonomy to join in integrated development,and jointly building the Yangtze River Delta Regional Higher Education Integrated Development Fund,thus promoting the high-quality integrated development of higher education in the Yangtze River Delta region.
