新时代公务员行政伦理建设如何创新——历史的回溯与反思

公务员是国家治理体系中最活跃的要素,其行政伦理建设关乎国家治理体系和治理能力现代化.改革开放以来,我国公务员行政伦理建设可划分为四个阶段.我国公务员行政伦理建设的历史图景蕴含着回应现代化建设的实践驱动、传承与发展优秀传统官德的历史逻辑,以及从单一抽象转为全面具化的辩证发展等特征.在新时代,我国公务员行政伦理建设仍存在诸多不足之处,未来要围绕新时代特征与党的建设新要求,优化公务员行政伦理规范结构、明晰公务员行政伦理行为选择、确定公务员行政伦理关系建构,为建设高素质专业化公务员队伍奠定基础.
Civil servants are the most active element in the national governance system,and the administrative ethics construction of this group is related to the modernization of national governance system and governance capacity.Since the reform and opening up,the construction of administrative ethics of civil servants in China can be divided into four stages:the emergence of ideas and renewed attention,the establishment of rules and regulations and gradual improvement,the clarification the main line and focus of morality,concentration and comprehensive advancement.These historical stages contain the characteristics of responding to the practical drive of modernization,the historical logic of inheriting and developing the excellent traditional official morality,and the dialectical development from a single abstraction to a comprehensive embodiment.In the new era,the construction of administrative ethics of civil servants in China still has shortcomings.In the future,the construction needs to be improved based on new era characteristics and the party building the new requirements by optimizing the structure of administrative ethics of civil servants,clarifying civil servants administrative ethics behavior selection,and determining the construction of civil servants administrative ethics relations to lay a foundation for building high-quality professional civil servants.
