Connotations,Characteristics,and Development Strategies of Third-Party Evaluation in Vocational Education in the New Era
In the context of promoting the separation of governance,administration,and evaluation and deepening the reform of educational evaluation in the new era,third-party evaluation in vocational education has been continuously evolving.It has become an important governance tool and institutional framework to facilitate reforms in vocational education evaluation in China.This study constructs a two-dimensional quadrant classification framework for third-party evaluations in vocational education based on the core characteristics of"independence"and"professionalism".Utilizing a SWOT analysis,we systematically identify the strengths and weaknesses of internal factors as well as the opportunities and challenges presented by the external environment.Based on this analysis,we propose four strategic approaches to enhance third-party evaluations within vocational education:growth-oriented strategies aimed at expansion;turnaround strategies focused on improvement;diversification strategies that explore new avenues;and defensive strategies designed to mitigate risks.
