The Development Dilemma,Revitalization Logic and Practical Strategies of the Self-operated Rural Collective Economy
Actively exploring the new rural collective economy is not only an important way of rural revitalization,but also an inevitable path to achieve rural Common prosperity.the collective economy model,which is operated independently by village collectives and shares risks and benefits,is common and has achieved many results.However,the practical challenges it faces are also very prominent.A comprehensive analysis framework can be constructed from the holistic governance theory in this paper,systematically sorting out the fragmentation difficulties,revitalization logic,and practical strategies of the development of self-operated rural collective economy.On the one hand,insufficient system support,lack of competitiveness,weak subject identification,chaotic benefits distribution,and rigid industrial management constitute obvious difficulties.On the other hand,government strengthening of strategic deployment,tapping the value of rural characteristic resources,consolidating trust and identification among multiple subjects,enhancing interest connections,and deepening organizational construction are all important revitalization logics.Therefore,to comprehensively improve the development of self-operated rural collective economy,it is necessary to adopt strategies such as continuously improving a series of policy systems,stimulating the spirit of collective economy in the new era,accelerating the reform of collective economic organizations,and cultivating professional management talents.
