The Evaluation of Innovation Effect of the Intellectual Property Pilot Policies on Agricultural Enterprises
Different from the accumulation characteristics of manufacturing capital,agriculture develops under conditions of limited arable land and water resources.Agriculture needs to improve its resource output and utilization rate through scientific and technological innovation;agricultural enterprise innovation is to accelerate the construction of an agricultural power and improve agricultural Guarantee of comprehensive benefits and competitiveness.In addition,the protection of intellectual property rights for enterprises is a prerequisite for enterprises to innovate.After 2012,the state issued a series of pilot intellectual property policies to encourage enterprise innovation.This paper first builds a dynamic innovation model of enterprises to obtain an empirically testable relationship between innovation growth and enterprise performance growth.By incorporating intellectual property pilot policy variables,it tests the long-term and short-term effects of intellectual property pilot policies on agricultural innovation growth;at the same time,it uses industry-wide data to conduct Comparative analysis.The study found that pilot policies have long-term effects on agricultural innovation growth.Heterogeneity analysis found that pilot policies have long-term effects on the innovation growth of agricultural high-innovation groups and high-net-profit groups,but do not have long-term effects on the innovation growth of low-innovation groups.This article believes that the design of agricultural innovation policies should take into account both the indirect innovation growth effect of policy tools through asset-liability transmission,and the direct innovation growth effect reflected in the non-exclusive nature of agricultural science and technology;innovation support policies for agricultural enterprises should be different.nature,the design of innovation policy should comprehensively consider both the innovation protection effect and the innovation support effect.
