摘要
乡村人才振兴作为乡村振兴战略的必然要求和应有之义,是推动乡村经济高质量发展的基本前提和重要支撑,不仅体现在干部队伍素质的整体提高来推动农业现代化进程,更表现在乡村振兴战略的实现反哺乡村经济高质量发展,具有重大现实意义.受农村发展多种因素综合影响,乡村经济高质量发展面临着人才瓶颈制约,农村劳动力人力资本不足、干部队伍人才质量不高、人才机制不健全,致使农业现代化进程发展缓慢.鉴于此,需要构建全方位人才培育、引进模式,改进村干部的选拔、任用和管理方式,完善农村人才体制机制,以建强农村人才队伍体系,为乡村振兴提供人才基础,实现乡村经济高质量发展.
Abstract
As the inevitable requirement and proper meaning of rural revitalization strategy,rural talent revitalization is the basic premise and important support to promote the high-quality development of rural economy,which is not only reflected in the overall improvement of the quality of cadres to promote the process of agricultural modernization,but also in the fact that the realization of rural revitalization strategy feeds back the high-quality development of rural economy,which has great practical significance.Influenced by various factors of rural development,the high-quality development of rural economy is restricted by talent bottleneck,and the process of agricultural modernization is slow due to insufficient human capital of rural labor force,low quality of cadres and imperfect talent mechanism.In view of this,it is necessary to build an all-round talent cultivation and introduction model,improve the selection,appointment and management of village cadres,and improve the rural talent system and mechanism,so as to build a strong rural talent team system,provide a talent base for rural revitalization,and realize the high-quality development of rural economy.
