村庄本位视域下西部农村互助养老模式的推广可行性与路径创新——基于Y县实地调查
Feasibility and Path Innovation of the Western Rural Mutual Aid Pension Model under the Village Standard Perspective-Based on Field Investigation in Y County

摘要
互助养老是破解人口老龄化背景下农村经济基础薄弱与养老供给错位的有效措施之一,但当前农村互助养老实践主要集中于经济发达地区,在经济欠发达特别是西部地区仍推广不足,实施过程中困难重重.基于村本位视域,对西部Y县进行实地调查,剖析互助主体特点、邻里关系、业余活动、政府信任度等互助养老推广软环境可行性,阐释闲置资产、生态产业等互助养老硬条件的可行性.在此基础上,分析农村互助养老发展困境,进一步针对性地提出精简基层工作,强化内生动力,融合乡村振兴产业经济链,培养村庄文化等路径,助推互助养老模式在西部农村地区推广和发展.
Abstract
Mutual aid for the aged is one of the effective measures to solve the weak rural economic foundation and the dislocation of pension supply under the background of population aging,but the current rural mutual aid for the aged practice is mainly concentrated in the economically developed areas,in the economically underdeveloped,especially in the western region,there are many difficulties in the implementation process.Based on the village standard,a field investigation was conducted in western Y county to analyze the feasibility of the soft environment of mutual assistance and pension promotion,such as the characteristics of mutual aid,neighborhood relations,leisure activities and government trust,and to explain the feasibility of mutual aid hard conditions for pension,such as idle assets and ecological industry.On this basis,the paper analyzes the development difficulties of rural mutual assistance and old-age care,further proposes to streamline the grass-roots work,strengthen the endogenous impetus,integrate the rural revitalization industrial economic chain,cultivate village culture and other paths,and boost the promotion and development of mutual aid old-age care model in western rural areas.
