摘要
破解乡村治理中人力对症之困境,结合中国乡土社会发展现实,新乡贤参与乡村社会治理"破土"而出.新乡贤参与治理的功能并非仅指具体政策性赋权下的治理功能,至少包含体制性权力生成的政治功能、乡村经济发展促进的经济功能、乡村社会整合的社会功能以及乡风文明建设的文化功能等多元功能.在运作机理上,新乡贤参与治理主要依靠权力、组织、治理技术、制度维系.当前,新乡贤参与治理受权责边界模糊、政策支持薄弱、权限受到牵制、制度保障迟滞的制约.因此,优化新乡贤参与治理的路径在于:通过借鉴"小微权力清单制度"和完善组织的相关章程厘清权责边界;通过地方政策支持提升治理效能;通过章程完善等赋予权限空间;通过激励-约束、法律制度建立提供制度保障.
Abstract
In combination with the reality of the development of China's rural society,the new village sage enters into the rural social governance"breaking ground".The function of participating in governance is not only the governance function under the specific policy empowerment,but at least includes the political function of generating institutional power,the economic function of promoting rural economic development,the social function of rural social integration and the cultural function of rural civilization construction.In terms of operating mechanism,the participation of the new villagers in governance mainly depends on power,organization,governance technology and system.At present,the participation of new village-sages in governance is restricted by the boundary of power and responsibility,weak policy support,limited authority and delayed system guarantee.Therefore,the path to optimize the participation of new villagers in governance lies in:clarifying the boundary of power and responsibility by referring to the"small and micro power list system"and improving the relevant charter of the organization;improving governance effectiveness through local policy support;giving the space of authority through the improvement of the constitution;providing institutional guarantee through incentive-constraint and legal system establishment.
