乡村振兴视域下合并村融合发展的实践路径

摘要
乡村治理既是国家治理的重要组成部分,又是实现乡村振兴的保障.村级建制调整改革作为推动乡村治理有效的重要抓手,是扎实推进乡村治理的重大基础性改革,也是助力乡村振兴战略的重要环节.当下,四川省村级建制改革已经完成"物理合并",接下来如何切实推动改革产生"化学反应",切实把改革成果转化为发展红利和治理实效,是当下亟需思考的问题.本文以四川省20余个合并村建设的调研结果分析合并村现存问题,并针对问题从贯彻乡村发展新理念、推动乡村发展新格局、聚焦乡村发展新问题、创新乡村发展新秩序四个方面提出对策建议.
Abstract
Rural governance is not only an important part of national governance,but also a guarantee of realizing rural revitalization.As an important starting point to promote effective rural governance,the reform of village-level organizational system is a major basic reform to steadily promote rural governance,and also an important link in the rural revitalization strategy.At present,the village-level organizational system reform in Sichuan province has completed the"physical merger".How to effectively promote the reform to produce the"chemical reaction",and effectively transform the reform results into development dividends and governance effectiveness,is an urgent problem to be considered at present.This paper analyzes the existing problems of the merged villages based on the research results of more than 20 merged villages in Sichuan province,and puts forward countermeasures and suggestions from four aspects:implementing the new concept of rural development,promoting the new pattern of rural development,focusing on the new problems of rural development,and innovating the new order of rural development.
