摘要
我国农村人口老龄化加剧,农村养老需求迅速扩张,农村社会的结构性变化使得原先治理方式逐渐失效.本文借助协同治理理论,从协同思维、协同动力、协同过程和协同后果方面分析当前我国农村养老服务中治理失灵的原因,提出通过构建协同动力机制、完善多元决策机制、制定多维激励机制、建立多种监督机制解决管理效率损失问题.
Abstract
The aging of China's rural population has intensified,the demand for rural elderly care has expanded rapidly,and the structural changes in rural society have made the original governance methods gradually ineffective.With the help of collaborative governance theory,this paper analyses the causes of governance failure in China's rural pension services from the aspects of collaborative thinking,collaborative motivation,collaborative process and collaborative consequences,and proposes to solve the problem of management efficiency loss by constructing a collaborative motivation mechanism,perfecting a pluralistic decision-making mechanism,formulating a multi-dimensional incentive mechanism,and establishing a variety of supervisory mechanisms.
