The Evolution Logic of China's Farmland Fragmentation Governance Policy

摘要
探析农地细碎化治理政策演进逻辑,对新时期进一步完善政策体系和制度规范具有重大的现实意义.本文选取1986-2023年中央政府发布的82份农地细碎化治理政策文本,采用政策文本量化分析方法,从政策工具、政策类型和政策演化阶段三个视角构建二维分析框架,分析政策调整和政策工具组合创新的内在逻辑,为进一步创新农地细碎化治理政策提供科学依据.结果表明,在我国农地细碎化治理政策创新发展的各个阶段,农业农村发展战略、制度环境和时代特征对政策发文数量、政策目标以及政策工具选择产生重要影响.政府运用政策工具治理农地细碎化问题日益重视多种政策工具组合创新,以便更好的实现政策目标.
Abstract
It is of great practical significance to analyse the evolution law of the policy on the governance of agricultural land fragmentation to further improve the policy system and institutional norms in the new period.This paper selects 82 policy texts of farmland fragmentation governance issued by the central government from 1986 to 2023,and uses the quantitative analysis method of policy texts to construct a two-dimensional analysis framework from three perspectives of policy tools,policy types and policy evolution stages.It is helpful to deeply analyze the internal logic of policy adjustment and policy tool combination innovation of farmland fragmentation governance,to understand and understand the implementation law of farmland fragmentation governance policy rural revitalization and agricultural and rural modernization.The results show that at all stages of the innovation and development of China's farmland fragmentation governance policy,the agricultural and rural development strategy,the institutional environment and the characteristics of the times have an important impact on the number of farmland fragmentation governance policy texts,policy objectives,and the choice and use of policy tools.The central government has used policy tools to solve the problem of farmland fragmentation governance,and has gradually changed from a single policy tool to a combination of innovative use of multiple policy tools to achieve the policy objectives of farmland fragmentation governance at different development stages.
