摘要
土地是农业发展的核心要素,是农村改革的关键所在,事关农民的根本利益.实现农业农村现代化,要深化农村土地制度改革,巩固和完善农村基本经营制度,不断创新土地要素的经营方式,助力农业新质生产力.土地经营权流转是解决我国"三农"问题、实现农业农村现代化的有效路径,必须坚持以农民为中心的发展思想,正确处理好农民和土地的利益关系,认清我国农业农村现代化是一个复杂的动态的历史过程,具有鲜明的阶段性特征,要不断创新土地流转形式,通过农业生产效率和农民利益高水平动态平衡的调整机制,不断提升农业农村现代化水平.
Abstract
Land is the core element of agricultural development and the key to rural reform,and it concerns the fundamental interests of farmers.To achieve the modernization of agriculture and rural areas,it is necessary to deepen the reform of the rural land system,consolidate and improve the basic rural management system,continuously innovate the management methods of land elements,and boost the new-quality productive forces in agriculture.The transfer of land management rights is an effective path to solve China's issues concerning agriculture,rural areas,and farmers and achieve the modernization of agriculture and rural areas.We must adhere to the people-centered development ideology,correctly handle the interest relationship between farmers and land,recognize that the modernization of agriculture and rural areas in China is a complex and dynamic historical process with distinct phased characteristics,continuously innovate the forms of land transfer,and continuously improve the level of the modernization of agriculture and rural areas through the adjustment mechanism of the high-level dynamic balance between agricultural production efficiency and farmers'interests.
