县域是乡村产业发展的重要落脚点,财政支持政策在引导资金投入乡村产业方面发挥着关键作用.本文分析了河北省辛集市乡村产业的发展现状及存在问题,旨在探讨其财政政策中支持产业振兴的问题及改进策略.这些问题包括财政支付力度不足、支持产业门类有限、未发挥政府资金引领作用,以及农村土地入市政策不健全.通过提出加大农业研发支持力度、健全产业支持门类、加强民间资本引入力度、健全农村集体建设用地入市政策等策略,旨在为辛集市乡村产业的高质量发展、实现乡村振兴目标提供一定参考.
Abstract
County is an important foothold for the development of rural industries,and financial support policies play a key role in guiding funds into rural industries.This paper analyzes the development status and existing problems of rural industry in Xinji,Hebei Province,aiming to explore the problems and improvement strategies of supporting industrial revitalization in its fiscal policy.These problems include insufficient financial payments,limited support industries,failure to effectively guide private capital participation,and inadequate policies to bring rural land to market.By putting forward strategies such as increasing agricultural research and development support,improving industrial support categories,enhancing private capital support,and improving the policy of rural collective construction land entering the market,the paper aims to provide certain reference for the high-quality development of rural industry in Xinji and realizing the goal of rural revitalization.
