基于SWOT-AHP模型的"光伏羊"发展战略研究——以青海省塔拉滩为例

本文基于SWOT-AHP模型,以青海省塔拉滩"光伏羊"为研究对象,构建评价指标体系,运用yaahp12.11软件进行分析计算,在此基础上构建战略四边形雷达图,制定发展战略.研究表明:(1)青海塔拉滩"光伏羊"项目经济效益、生态效益、社会效益良好.(2)太阳能和土地资源比较充足、项目前期投资成本较高、"双碳"背景下清洁能源产业支持、营商环境不优导致项目运行存在不确定性,这四个单因素对塔拉滩"光伏羊"产业影响最为明显.(3)优势对塔拉滩"光伏羊"产业影响最大,机遇其次,挑战最不明显.(4)青海省塔拉滩"光伏羊"产业应积极采取SO开拓型战略,推动区域特色光伏农业的发展.本文提出了争取政策与资金、强化技术创新、推动深入合作,实现共赢的对策建议.
Research on the Development Strategy of"Photovoltaic Sheep"Based on the SWOT-AHP Model-Taking Talatan in Qinghai Province as an Example
This paper takes the"Photovoltaic Sheep"project in Talatan,Qinghai province as the research object and constructs an evaluation index system based on the SWOT-AHP model.The yaahp12.11 software is used for analysis and calculation.On this basis,a strategic quadrilateral radar chart is constructed to formulate development strategies.The research shows that:(1)The"Photovoltaic Sheep"project in Talatan,Qinghai province has good economic,ecological,and social benefits.(2)The four single factors that most significantly impact the"Photovoltaic Sheep"industry in Talatan are abundant solar energy and land resources,high initial investment costs,support for the clean energy industry in the context of"dual carbon"goals,and an unfavorable business environment,which lead to uncertainties in project operation.(3)Advantages have the greatest impact on the"Photovoltaic Sheep"industry in Talatan,followed by opportunities,while challenges are the least significant.(4)The"Photovoltaic Sheep"industry in Talatan,Qinghai province should actively adopt the SO(Strengths-Opportunities)expansion strategy to promote the development of regionally distinctive photovoltaic agriculture.This paper proposes countermeasures and suggestions such as striving for policies and funding,strengthening technological innovation,and promoting strong cooperation and mutual benefit.
