Research on the Theoretical Interpretation,Practical Approach,and Countermeasures of the"Three Greater Emphases"
The Third Plenary Session of the 20th Central Committee of the Communist Party of China(CPC)clearly put forward the principle of"Three Greater Emphases"as part of its guiding ideology for comprehensively deepening reform.The concept of the"Three Greater Emphases"is both rich in meaning and far-reaching in its implications.It not only represents the inheritance and development of Marxist basic principles but also reflects a distinctive feature of the new thought underpinning the reform process.It provides a scientific methodology and practical path for further deepening the reform in an all-round way.In practice,"paying more attention to system integration"requires that we must adhere to the scientific thinking that the system concept dominates the overall situation;"paying more attention to highlighting the key points"requires that the basic principle of problem-oriented and precise policy implementation must be adhered to;"paying more attention to the effectiveness of reform"requires that we must adhere to a results-oriented measure that prioritizes the benefits to the people.However,the implementation of the"Three Greater Emphases"has encountered challenges,including difficulties in system integration,obstacles in reforming key sectors,a weak evaluation mechanism for reform effectiveness,and limited public participation.At the same time,external and domestic environmental changes pose further challenges.In response,it is necessary to foster a coordinated effort through top-level design,problem orientation,assessment of reform outcomes,social vitality,and Party building,in order to further comprehensively deepen reform to lay a solid foundation for the realization of the great rejuvenation of the Chinese nation through Chinese modernization.
